Chapter 3 — State Engineering & Speculative Fan-Out

Previously: Chapter 2 produced the triage contract: is_fraud_suspected, urgency_rating, dispatch_target.

You will build: a speculative lead and inbox qualification engine with composite scoring.

Capstone increment: capstone-project/src/triage/state_builder.py, which turns raw reports into a minimal evidence state and trims the option menu to what is eligible.

The contract decides what we ask. The state decides what the model gets to look at. Most accuracy problems in production come from the state, not the questions.

3.1 State is evidence, not a prompt

A raw fraud report is noisy: HTTP headers, 200 transactions, a 40-message chat, marketing footers. None of that belongs in the state as-is.

❌ Loose state✅ Evidence state
Full chat transcriptCustomer’s latest message + last 3 turns
200 raw transactionsThe 1–5 disputed transactions, plus computed signals
"Please classify this as fraud if..."No instructions. Evidence only
Timestamps in 4 formatsminutes_since_txn: 42 (computed in code)
Every queue in the companyOnly the dispatch targets eligible right now

Recommended top-level fields (from the Codila playbook): goal, evidence, rules, available_actions, previous_actions. For decision-specific states you’ll usually rename them to match the domain. What matters is keeping them explicit and named, so questions can point at them with backticks.

3.2 Code computes the facts, Jev judges the meaning

Jev reads numbers and dates as text. It can’t reliably compare ₹49,999 with ₹50,000, count transactions, or tell whether 2026-09-22T03:12 falls within the last hour. So code pre-computes every exact fact and hands Jev a named bucket:

3.3 Budgets and limits

LimitValue
State + all questions~64,000 tokens
State + longest single question~32,000 tokens (~150k chars of English)
Choice optionsup to 255
Score levels2–10
Input typesText only: string, JSON object, JSON array

Staying under the hard limit isn’t the goal. Accuracy falls as the state fills with unrelated content (context rot). Aim for the smallest evidence bundle that could change the answer. When you can’t filter deterministically, ask a Noul per chunk (“Is chunks[i] relevant to a payment dispute?”) and drop the rest, which is a cheap first pass.

3.4 Treat customer text as untrusted data

The report body is written by whoever sent it, and that includes attackers. Typed output means Jev can’t return an option you didn’t offer, but text written to steer the model can still move probabilities. Three habits:

  1. Keep untrusted text in its own clearly named field (report.body), never concatenated with your rules.
  2. Put rules in code, not in the state (“never refund above ₹1L without approval” is a policy check, not a sentence for the model).
  3. Add a speculative Noul for manipulation (contains_instructions_to_system), and let Chapter 5’s safety gate act on it.

3.5 Speculative fan-out: ask everything at once

With an LLM you ask one question, then decide what to ask next. With Jev every question runs independently and in parallel against the same state, and each extra one costs only its own tokens. So you ask every independent question you might need in one call, and let code decide which answers to use.

What can run in the same call: questions that share the state and do not depend on each other’s answers.

When you need a second call: only when code can’t build it before seeing the first answer, because it must fetch more data or the first answer decides the next options. TypeSafe’s skill router does exactly this: request 1 ranks 182 skills, request 2 reads the full text of the top three. If the second request could have run against the original state, fold it into the first.

⚠️ Don’t chain inside one call. “If dispatch_target is refund_pipeline, how much should we refund?” is two steps (and the second one is math, which belongs in code).

3.6 Composite scoring: weights you own

When a judgment depends on several things, ask one Score per dimension and combine them in code. Two reasons: the business rule stays reviewable, and when the ranking is off you change a coefficient instead of rewriting a prompt.

priority = 0.6 * severity.normalized() + 0.3 * frustration.normalized() + 0.1 * report_quality.normalized()

normalized() (from Chapter 1’s ScoreResult) divides by the top level, because a 3-level rubric returns 0–2 and a 4-level one returns 0–3.

Run it. build_lead_state() is the “code computes” step from the diagram: it strips the signature, buckets company size and attaches the ideal-customer profile, so the model only judges meaning. Without arguments the script qualifies five sample leads from sample_leads.json. Pass --leads for your own file, and --offline to try it without a key.

Notice L3: the composite is 1.00 because the customer is furious, but intent is support, so it goes to nurture (really: the support queue) and never to sales. The offline stand-in is keyword rules; with Jev or Kev the same weights and tiers apply to real probabilities. Latency benchmark to run: fire the five lead questions (a) as one call, (b) as five sequential calls, (c) as five concurrent calls with AsyncTypeSafeClient + asyncio.gather. You should see (a) ≈ (c) ≪ (b) on latency, and (a) cheapest on tokens because the state is sent once. Record all three in your design doc.
